George Quinlan

Chief Safety, Security & Emergency Response Officer

Quinlan oversees all security, safety and emergency functions at the utility. He has an extensive background in law enforcement most notably his more than 20 years in the FBI as a Senior Manager. He is a subject matter expert in security, crisis management, threat management, command post management, cybersecurity and internal investigations. Prior to coming to the utility, he served as a National Security and Law Enforcement Instructor at Austin High School’s Sandra Day O’Connor Public Service Academy. Quinlan holds a Bachelor’s degree in Government and Spanish from St. Lawrence University and a Master’s degree in Spanish from Middlebury College. He has completed the Senior Executive Fellow Program at Harvard University’s John F. Kennedy School of Government.
