AguaCares Program
The application period is now open. Once a cap has been met for the month of April, the period will close.
AguaCares is a customer assistance program available only to El Paso Water customers facing financial hardship and at risk of being disconnected from water service.
Customers will need to fill out the application below and provide the necessary documentation in order to receive up to a $250 credit toward your water bill. Customers will only be eligible to receive this payment once a year.

Applications and back up documentation will need to be submitted to aguacares@epwater.org and will be accepted until that month’s allocation for the program has been exhausted. Applications will then be reviewed for eligibility and applicants will be notified if they have been approved or denied. For questions, call 915-594-5500 or aguacares@epwater.org.

Every donation helps
We welcome your donations to help vulnerable citizens avoid disconnection. To make a donation, click the donation button below or check the box on your bill. By checking the box, any excess payment on your water bill will go to the AguaCares program.
AguaRepairs Leak Repair Program
AguaRepairs program funds are currently exhausted, and new applications are not being accepted. Check back periodically for program updates.
AguaRepairs is a residential water leak repair program focused on making plumbing repairs in single-family homes owned by EPWater customers. EPWater has contracted with Rebuilding Together El Paso, Inc., to manage and administer the AguaRepairs Leak Repair Program.

Eligibility and repair work will be performed through a third-party entity. Funding is limited. Rebuilding Together is an independent contractor, and nothing contained herein will constitute or designate the Entity or any of its employees as employees of EPWater.
Payment Assistance FAQs
Repairs are restricted to potable water lines and connections to water fixtures from the water meter to the internal service line and outside hose bibbs. Water fixtures, appliances and landscape irrigation lines are not covered.
Applications will be prioritized based on eligibility criteria, severity of leak and processed on a first-come, first-served basis until funding runs out.
After the application process, leak repair can take two to three weeks depending on severity and if any collateral damage occurred resulting in the need for further repair.
The Maximum repair cost is capped at $4,000. The program administrator will attempt to assist with any amount above the cap or arrangements will need to be worked out with the plumbing contractor.
No. The program administrator has already worked out contracts with and verified licensing, bonding, and the work of the plumbers and contractors doing the work through the program.
The AguaRepairs program only provides assistance with water leak repairs. Customers who have not opted out of the ServLine® Water Leak Protection Program should contact them or EPWater’s customer service department for payment arrangements.
