Land Management
El Paso Water has land management experts that manage all real properties for the utility. Why is land management important to the utility?
- Land and water rights often go together and can provide access to new water sources.
- The utility seeks to acquire irrigation water rights through lease assignment contracts with property owners.
- Land access is important for locating new wells or strategically placing other water, wastewater or stormwater infrastructure.
- EPWater is the trustee for hundreds of acres of land and manages the process for the sale of surplus land that is determined to be inexpedient (or not needed) as part of the utility system.
- To receive email notificaitons of sale bid opportunities, register as a supplier on the ION Wave website. For instructions on how to register as a supplier, click here.
- EPWater leases available EPWater land parcels to maximize revenue.
- The utility manages property improvements and coordinates land matters with local, state, and federal agencies.

Water Rights Program
If you have irrigation rights that you are not using or do not want, EPWater might be interested. If you do not have access to irrigation water on your property but you own the rights, consider letting EPWater take the worry out of paying your water rights taxes.
Under a joint water rights leasing program with the El Paso County Water Improvement District #1, EPWater leases the water rights and will:
- PAY your annual water rights taxes to the District for the lease term
- PAY any water rights taxes that are delinquent and owned to the District at the time of lease signing
- PAY you a one-time lump sum payment of $2,500 per acre, prorated, to be paid in 60 days after lease signing
A lease with El Paso Water is strictly voluntary and runs with the land for a lease period of 75 years.
ARE YOU ELIGIBLE?
- You must own land within the El Paso city limits that has water rights. If outside the El Paso City limits, contact the Lower Valley Water District at (915) 791-4480.
- The property must be two (2) acres or less in size. All owners of a property must sign a lease with the District and EPWater
