Become a HUB Vendor

For more than 25 years, we’ve had a policy (adopted by the Public Service Board in 1992) and commitment to working with locally-owned, minority and women-owned businesses – or Historically Underutilized Businesses (HUBs) – in the purchase of supplies, materials and services to the "maximum extent economically feasible."

To be awarded contracts, HUBs require:

  • HUB certification through the state of Texas
  • Relevant skill and experience
  • Necessary staff
  • Facilities and equipment
  • Necessary qualifications
  • Financial capabilities
  • Access to the necessary staff, facilities and equipment to perform the required work or to provide the supplies or services.

The Purchasing and Contracts office actively provides outreach to small, minority and women-owned local businesses and is always seeking additional qualified vendors.

Two Options to become HUB-certified

  1. The El Paso Hispanic Chamber of Commerce has an in-house resource center that can assist with HUB certification and is part of the Minority Business Development Agency of the U.S. Department of Commerce. Click here to learn more.
  2. The Texas Comptroller of Public Accounts (CPA) currently provides HUB certification free of charge and is valid for 4 years, provided your business continues to meet the CPA HUB eligibility requirements. Click here to access the CPA Website.
